CALL TO ORDER
President Jack Sweeney called the regular meeting of the Lake Moovalya Keys Board of Directors to order at 6:00pm.

MINUTES
Joe Price moved to approve the Minutes of the Regular Meeting of May 3, 2010. The motion was seconded and carried unanimously.

Joe Price moved to approve the Annual Meeting Minutes of April 3, 2010.  The motion was seconded and carried unanimously.

FINANCIAL REPORTS
Shelby Couch made a motion to approve the Prepaid Bills and Bills for Approval for May 2010.  The motion was seconded and carried unanimously.

Laura Lancaster made a motion to approve the May 2010 Balance Sheet.  The motion was seconded and carried unanimously.

Blane Coon made a motion to approve the May 2010 Profit and Loss Statement.  Discussion:  Joe Price asks that Ms. Thomson provide a column on the Profit & Loss Statement to track the Budget amounts.  The motion was seconded and carried unanimously.

BOOKKEEPER REPORT
6/4/10
I sent Bob Willoughby (Lot 10) a special collection letter for his unpaid attorney’s fees. 

Not reported last month was a transfer of $15,000 from the general account to the reserve account.  I transferred the balance in the Kenko bank account of $333.63 to the general account to partially offset check #6028 for $683.04 to Mike’s Contracting in April regarding the sinkhole repair on Moovalya Drive.  The Kenko-related funds we retained are now exhausted.

John Churchill’s office is communicating with me now on all foreclosure status.   Properties set for sale, for which I am aware, are Lot 33 (Astran/Johnson) on 7/19 and Lot 62 (Baerg) on 8/2.  Lot 112 (Welchhance) was to be sold on 5/17.  Lot 118 (Farmer) was set for auction on 2/25/10; I believe there was an extension, but I will look into it.

Delinquent dues’ accounts and status are listed on the enclosed spreadsheet.   

No citations were issued this month.

GENERAL MANAGER’S REPORT
Memorial Day Weekend went off without a hitch.  No major problems were reported.  There were the usual suspects driving fast and cruising in Rhinos and Golf Carts.  But I did not receive one complaint call.  Grybowski’s Lot 201 Hopi, were not seen driving their Razor’s recklessly.  There was a water meter leak at Kathy Northcutt’s rental house on Apache.  On Sunday night there was a call for an overdose at Lot 69 Apache Loop Marilyn Cooper’s residence, supposedly a girl had too much to drink.

The gate is still having problems with the two transmitters and the different type of remotes being used.  The gate will lock up and not open when too many people are pushing their remotes repeatedly trying to open the gate, the gate then vapor locks and I have to shut door the power and turn back on and then the remotes and gate work again.

The surveillance video recorder in the guard shack is freezing up and stops recording, when this happens I have to unplug the system to reboot.  It will then work again.  This has happened at least 4 times in the past 2 months.  Jack Sweeney is aware of the problem and he says if it continues he will have to send the unit back to the manufacturer for repair.  I have been checking the unit every couple of days to make sure it is still working.

The painter has finished painting the trash enclosure area and he painted the shack, but he has not been able to get back to paint the front gates.

Allied Waste did not pick up trash on Monday, Memorial Day, when I called and asked why our trash was not picked up, the dispatcher said he contacted our drivers and they told him that they had.  I informed dispatch that the roll-off had been picked up on Tuesday as arranged but our dumpsters were overflowing.  After several calls back and forth on Wednesday June 2nd, I was able to convince Allied Waste it was in their best interest to pick up our trash that day ASAP.  After that I received 4 follow up calls from different people with Allied Waste assuring me that our trash would be picked up, so basically their drivers drove in on Monday morning saw all the homeowners converging on the trash area and immediately left without picking up our trash and just assumed know one would notice.

Does the Board want to go BLACK and not have a meeting in the month of August, as we have done in the past?  No Meeting?  No Meeting for the month of August.  The next meeting schedule after the July 5th meeting is Monday September 13th 2010.

I was not able to get a letter to Danny the Associations groundskeeper to have him come to the Board meeting until it was too late.  So he will not be at the meeting on June 7th.  I did talk with Otis Hall who does maintenance & grounds keeping for Sports Valley Townhouse Association and Casa Del Rio Homeowners Association and he is interested in the job.  He knows about seeding and fertilizing grass. I have been using him in the Keys on weeding and other maintenance issues I have had and he is interested in being our permanent groundskeeper if the Board decides to make a change.  Mr. Kossnar made a motion to replace the current landscaper Dan Dickinson with Otis Hall for $650 per month.  The motion was seconded and carried unanimously.

I am still researching the drain issue on Papago and Moovalya Drive with Mike Byrd at Advanced Plumbing and will advise the Board of the outcome as soon as possible.

I have not given any citations in the past several months, but I can assure you that everyone is parking behind the white lines.  The property managers have been very helpful with supplying the tenant information sheets, which really assist me in doing my job.

OLD BUSINESS
Ms. Shockley reported that the trash enclosure painting had been completed and that the painter would be returning within the next two weeks to paint the entrance and exit gates.

Committee Reports
Joe Price presented his projected 20-year budget.  The Board was in agreement that Mr. Price did an outstanding job putting the budget together.  Mr. Baker made a motion to approve page 2 of the Mr. Price’s 20-year Budget.  The motion was seconded and carried unanimously.

NEW BUSINESS
Mr. Couch asked the Board to consider placing several “NO WAKE” buoys through out the canals.  The Board discussed placing of the buoys but came to the conclusion that the extra buoys would be hazardous in the narrow canals.   Mr. Couch made a motion to place one “No Wake” buoy on the last canal.  There was no second, the motion did not pass.

Mr. Kossnar presented a new phone operating system for the entrance gate.  Mr. Kossnar said it would cost approximately $8000 for the upgrade.  Mr. Kossnar stated that it’s too easy for people to access the Association’s present system and that people other than homeowner’s have remotes to open the gates.  Mr. Kossnar said the new system is compatible with the Keys computer and lets you program remotes to have access to the gate.  If a homeowner misplaces their remote, that remote can locked out by imputing the number of the remote by computer. 

Mr. Sweeney said that the matter would be tabled for now and that he would look into the system that Mr. Kossnar is suggesting and also research other systems to present to the Board.

There will not be a monthly meeting for August due to vacationing Board members.  The next meeting was set for Monday July 5th, 2010.

The Board adjourned to Executive Session.

ACTIONS FROM EXECUTIVE SESSION
Mr. Baker made the motion to add Option #1 to the injunction against Lot 10 Willoughby.  The motion was seconded.  10 Board members in favor of the motion.  1 Board member abstained.
